Efforts to Counter International Terrorism

In response to a series of terrorist attacks, the Japanese government launched the Joint Intelligence Committee for Counter Terrorism (JIC-CT), the Cabinet CT Intelligence Coordination Center, and the Counter-Terrorism Unit-Japan (CTU-J) to enhance the ability to collect and integrate CT intelligence. Furthermore, in order to further advance our CT efforts, the CTI-INDEX (Counter-Terrorism and -Intelligence Information and Data Exchange Center) was established within the Cabinet CT Intelligence Coordination Center as the unit in charge of swift information sharing and analysis on international terrorism and other matters relevant to its mandate. Their structures and missions are as follows:

Organizational Structure
Joint Intelligence Committee for Counter Terrorism
  • Chaired by the Deputy chief Cabinet Secretary, and composed of representatives from the intelligence community and relevant ministries.
  • Shares information on terrorism and coordinates intelligence requirements.
Cabinet Counter Terrorism Intelligence Coordination Center
  • The Deputy Chief Cabinet Secretary and the Director of Cabinet Intelligence respectively serve as the Director and the Deputy Director.
  • Integrates intelligence requirements of senior officials in the Prime Minister’s Office and other relevant ministries.
  • Closely cooperates with the CTU-J, coordinating with counterparts home and abroad.
Counter-Terrorism Unit-Japan /
CT Intelligence Officials Deployed Overseas
  • Collects information on international terrorism with focus on Southeast Asia, South Asia, Middle East, North / West Africa and Europe.
  • Officials from across the government with expertise on terrorism and regional affairs and linguistic abilities are deployed to embassies and consulates abroad.
  • Under the direct control of the Prime Minister’s Office, they are in charge of (1) establishing line of swift cooperation with foreign security and intelligence agencies to stand ready for emergencies involving Japanese nationals, and (2) engaging in collection of firsthand information.
Counter-Terrorism and-Intelligence Information Data Exchange Center
  • Aims at enhancing swift information sharing and analysis on international terrorism and other issues, which may pose threats to national security.
