The Administrative Agreement accompanying the Japan-US Security Treaty is soon to be signed. Therefore, if there are any important matters that should be particularly requested from the Japanese side concerning facilities to be provided by Japan, the scale of benefits, burdens of cost, military exercises by occupying forces, or others regarded as key items in the Agreement … (part omitted) … you are requested to submit a report to that effect.
