Japan's demand for agreement refused (Mainichi Shimbun)

Statements by returning Minister Kim
International Court appeal over Takeshima
[Shin'a Affiliated (Tokyo) 11th] South Korea's Minister to Japan Kim Yong-shik, returning to Japan after traveling to Korea on the 5th last, made the following statements on arriving at Haneda Airfield on a Northwest Airlines flight from Gyeongseong (Seoul) at 10:55 p.m. on the 11th.
Regarding the Japanese government's demand to the Republic of Korea agree to a proposal to refer to the International Court of Justice over the Takeshima issue, a reply would be submitted to the Japanese government within the next few days. The content of the reply is a rejection of Japan's demand for agreement to the referral.
Although there is no opposition to an early resumption of Japan-ROK talks, there are certain conditions attached to this, resting on the sincerity of the Japanese side.
The Minister avoided making a detailed statement on any sort of proposal, but in the observation received by Shin'a Tsushin, he seems to have returned with some kind of hope for adjustment of diplomatic relations between Japan and South Korea.
