Meeting with Headquarters regarding Administrative Separation

U.S. "This order was issued solely for the administrative convenience of the Allied Powers, and it is to confirm what has been done before by this order. The administrative extent of SSAP (sic) is restricted within Japan shown in this order, and other areas are not under the jurisdiction of SCAP (Supreme Commander for the Allied Powers). For example, Oshima Island is under the jurisdiction of CINPAC (U.S. Commander-in-Chief of the Pacific Command). Utsuryo Island (Ulleungdo) is under the command of the XXIV Force. Therefore, the decision of the extent of Japanese authority under this order has no relation to the territorial issue. It should be decided at a peace conference on another day.

Content In the Supreme Command of Allied Powers (SCAPIN) Instruction Note 677, issued on January 29th, 1946, Takeshima was included in areas over which Japan's administrative authority would cease. This is a record of the first meeting between a Foreign Ministry liaison officer and an officer of the GHQ Government Section concerning this instruction. Takeshima was removed from the extent of territory under Japanese administration by SCAPIN 677, but it stated that decisions based on this instruction were not related to the territorial issues.
