No. 143 / On the matter of the expression of gratitude to officials of the Qing Dynasty concerning repatriation of Japanese castaways

On the case in question, I have received your instruction on conveying the gratitude to the officials of the Qing Dynasty by myself to the effect, but rather than sending the letter of gratitude directly to the said officials individually, I would feel that it would be preferable first to obtain permission from their superior before communicating greetings, and so, have requested the inquiry from the head of Fuzhou Province Mr. Chen as shown on the attachment. I therefore hereby reply that I would like to have your approval.
