Minister KIM, Principal of the Delegation of South Korea to Japan, visited OKUMURA, Vice-Minister for Foreign Affairs of Japan, and handed over a memorandum rejecting the Japanese government's proposal that the dispute over territorial sovereignty over Takeshima to be referred to the International Court of Justice. The Government of Japan has considered the South Korean rejection as regrettable, and immediately, the Public Information and Cultural Affairs Bureau of the Ministry of Foreign Affairs announced a rebuttal. (text omitted) The Japan Side recognizes the South Korean rejection as the same thing as a testimony to the weakness of South Korea’s position on territorial sovereignty over Takeshima in international opinion, and considers that even if the reference fails to implement, it will still effective in that sense.
