2. Guard of Territorial Waters
(1) Guard of Territorial Waters around the Senkaku Islands
The intrusions into the territorial waters by foreign fishing boats around the Senkaku Islands were perpetrated by Chinese trawlers and Taiwanese coral harvesting boats.
(b) Chinese Fishing Boats
From April 12 to May 14, 1978, a fleet of Chinese trawlers came to fish in the sea around the Senkaku Islands, and a total of 357 boats intruded into the territorial waters. Of these, a total of 123 boats were engaged in illegal fishing. This Headquarters quickly established "the Guard Implementation Headquarters", strengthened patrol vessels and aircraft, established a powerful guarding system, expelled Chinese boats and warned them.

This was the year when a fleet of armed Chinese fishing boats made incursions around the Senkaku Islands. This was the first time to have been reported about Chinese boats among intruding foreign boats. Nearly all intrusions by fishing boats were from Taiwan until then.
