Mr Koga's achievements in the Ryukyu Islands (8)
Mr Koga's business on Senkaku Islands was wholly based on permanent aims, so that when bringing workers over to the islands for fixed periods, not only did it incur wasteful cost in paying the various outlays for their journeys, but they would also be nearing the time for dismissal just when their skills were advancing into the realm of skilled labor. This was highly unprofitable, and he felt it much more profitable to settle permanent workers. Therefore, as an experiment he decided to bring over 11 poor children between the ages of 7 and 11 from Miyagi and Fukushima Prefectures in May 1908, and to employ them until they attained adulthood.
