(1) Guarding of Territorial Waters
(a) The Senkaku Islands
Numerous Taiwanese and Chinese fishing boats are actively engaged in operations near the outer fringes of territorial waters around the Senkaku Islands, in addition foreign ocean research vessels are also loitering around the area. In particular, many Chinese trawlers and others come very close to territorial waters from the end of March to the middle of May. In 1983, fishing by some 300 boats were confirmed at one time at the peak.
Therefore, the 11th Headquarters, with support from other Headquarters, are making effort to strengthen surveillance and policing by allocating large patrol vessels to show permanent presence and sending aircraft on regular flights.
In 1983, we confirmed intrusions into the territorial waters by 111 boats that intruded into the territorial waters around the Senkaku Islands to conduct fishing operations or loiter around the sea area, and make these boats leave from territorial waters. Out of these boats, 6 were Chinese boats and the rest were all Taiwanese fishing boats.
