Imperial Edict No.169
According to the Article 30 of the Leaf Tobacco Monopoly Act (Law No. 35 of 1896), the Act shall not be enforced for the time being in the regions set out as follows.

Content This is the Imperial Edict No.169, promulgated after the territorial incorporation of the Senkaku Islands in 1895. It designates areas where the Leaf Tobacco Monopoly Act will not be enforced. Many remote islands in Okinawa Prefecture including Uotsuri Island are designated as such areas "under the jurisdiction of Okinawa Prefecture". This is thought to prove that the Senkaku Islands (Uotsuri Island) were included in the administrative districts of Okinawa Prefecture officially determined in Edict No. 13 "On the matter of organization of counties in Okinawa Prefecture" promulgated in March 1896.
"Kuba Island" marked between Zamami and Aguni Islands refers to Kuba Island in the Kerama Islands, which is different from Kuba Island in the Senkaku Islands.
