Securing the Rule of Law at Sea
It is essential for Japan to communicate its views and position as well as the facts concerning its territorial integrity, in a calm and logical manner, in order to promote a correct understanding of the matter both at home and abroad. From this perspective, particular emphases will be put on our key message, namely “The Three Principles of the rule of law at sea*.”

1.States should make and clarify their claims based on international law.
2.States should not use force or coercion in trying to drive their claims.
3.States should seek to settle disputes by peaceful means.
