With regard to communication concerning territorial integrity, it is essential for Japan to explain its views and position as well as accurate facts pertaining to respective situations, in a calm and logical manner. It is also imperative for Japan to communicate to the world the fact that, since the end of World War II, Japan has consistently complied with international law and walked the path of peace, thereby contributing to the peace and prosperity of the international community.
The Office of Policy Planning and Coordination on Territory and Sovereignty coordinates and explores policies related to communication concerning territorial integrity within the Japanese government in close cooperation with relevant ministries and agencies, in order to promote a correct understanding, at home and abroad, of relevant facts and Japan’s position concerning Japan’s territorial integrity.

The Advisory Panel on Communications Concerning Territorial Integrity
With the participation of top experts in such fields as international relations, international law and historical research, this advisory panel discusses and examines ways to enhance Japan’s communications concerning territorial integrity, especially with regard to the situation surrounding the Senkaku Islands and the issue of Takeshima.
In July 2013, the panel submitted a report summarizing the findings of the discussion among its members. The report contains very useful recommendations on the subject matter.
In June of 2015, the panel submitted recommendations as a follow-up to the report submitted in 2013, in light of the governmental measures taken to date and the evolving international and domestic situations concerning territorial integrity.

Interagency Coordination Group on Communications Concerning Territorial Integrity
The “Interagency Coordination Group on Communications Concerning Territorial Integrity” was coordinated under the Minister in Charge of Territorial Integrity, in order to enhance interagency coordination of steps being taken by various ministries and departments within the Japanese government to effectively communicate Japan’s position concerning territorial integrity at home and abroad.
Opinion polls concerning the Senkaku Islands and Takeshima
The Japanese government conducted special opinion polls on the Senkaku Islands and Takeshima respectively, in order to assess the level of interest and awareness among Japanese people on these matters.
