…Pick up and check the names and locations of major islands: Hokkaido, Honshu, Shikoku, Kyushu, Okinawa and the Northern Territories, which constitute the territory of Japan; northern end, southern end, eastern end and western end of the territory; the seas surrounding the archipelago of Japan. Through consulting the atlas and globe and drawing in a blank map, students shall grasp the location and territory of Japan concretely. …Regarding the territory, the issue of the Northern Territories shall be discussed and it should be understood that the Habomai Islands, the islands of Shikotan, Kunashiri and Etorofu, inherent parts of the territory of Japan, are illegally occupied by Russia, and Japan is reclaiming them.

…It is important to call their attention to issues on territory and economic zone which Japan is facing based on the standpoint of Japan's lawful claim. …Regarding the Northern Territories (Habomai Islands, Shikotan Island, Kunashiri Island and Etorofu Island) and Takeshima, it is necessary to teach their locations and ranges. It is also necessary to foster a deeper understanding on the territory and area of Japan through teaching that Japan is reclaiming the Northern Territories from Russia, and repeatedly making protests to the Republic of Korea regarding Takeshima since they are illegally occupied though they are inherent parts of the territory of Japan. Meanwhile, regarding the Senkaku Islands, the facts that these are an inherent part of Japan which are under its valid control, and there exists no issue of territorial sovereignty to be resolved have to be understood. Also, their location and range should be taught.

…Regarding delimitation of territory between Japan and Russia…shall be discussed. At the same time, the facts that Japan lawfully incorporated Takeshima and the Senkaku Islands based on the international law should be touched upon. Also, the diplomatic relations with China and Korea should be discussed.

…in international politics, overcoming disputes between countries is underway from the view of international cooperation. This should be understood based on the basic knowledge on territory (including territorial sea and air), state sovereignty, mutual respect for sovereignty, the role of the United Nations (Handling of the Contents). Here, based on the learning outcomes of geography and history, it should be understood that there remain, as cross-national problems, unsolved matters regarding the Northern Territories and Takeshima, which constitute the inherent part of the territory of Japan, the process of the issue, the standpoint of Japan's lawful claim, and that Japan has been striving for peaceful settlement. Meanwhile, regarding the situation surrounding the Senkaku Islands which are inherent territory of Japan, instruction shall be given about the development of the situation, legitimacy of Japan's position and the fact that there exists no issue of territorial sovereignty to be resolved.

Further with regard to current situation of the Senkaku Islands, an inherent part of Japan, it shall be instructed that there exists no issue of territorial sovereignty to be resolved concerning the Senkaku Islands with reference to the development so far and Japan's legitimate position.
