The patrol vessel "Hekura", having Hirotsugu KASHIWA, the Head of the Sakai Maritime Safety Office (in Tottori Prefecture), aboard and heading toward Takeshima for the fourth Takeshima inspection, arrived in the island at 5:20 in the morning of 12th and started to survey. In consequence, they found approximately 40 Koreans (including 7 policemen) and 3 fishing boats (every boat is around 10t; Daisei-go (Da Cheng Hao), Sakae-go (Rong Hao) and another boat) and a scaling boat. These fishermen were chatching seaweed and shellfish with diving equipment, and Territorial markers of Japan, which Japan erected at the time of the second survey on 2nd, were removed by South Korea. Four of Korean policemen (text omitted) visited "Hekura" around 6:15 a.m. and expressed that Takeshima was Korean territory, but we refused their claim, notified that Takeshima is Japanese territory and made them get off the vessel at 8:00 in the morning. Then, "Hekura" went round Takeshima and attempted to head back (to Sakai), however, on the way back, suddenly "Hekura" was shooted and fired several dozens of times. There were no dead people, but, two shots hit the cutter-boat and the port side of "Hekura". It was found that 2 automatic rifles were equipped on Daisei-go (Da Cheng Hao) and policemen have pistols.
