General Affairs Confidential No.1 Re: Particular requests by local authorities on the signing of the Japan-US Administrative Agreement

The various agreements, restrictions, requisitioning of homes and other measures imposed under occupation policy should now be completely abolished. Once the Administrative Agreement has been signed, these should be re-organized in line with it.
1. Allied bombing exercises
Since 1949, Yonago in this prefecture has been designated as the No.2 aerial gunnery district, and it continues to be used as such. As this district is one of the best fishing grounds on the coasts of this prefecture, repeated use for six months threatens the livelihoods of coastal fishermen and causes tremendous damage. Therefore, I strongly request that this be stopped in future, or substituted by an offshore sea area.

As fishing is also prohibited in Takeshima, I would certainly like to request steps be taken to make fishing possible.
Moreover, if a naval base or similar is to be established, one would expect restrictions to be placed on fishery operations, and in this case I request that compensation be made for damages.
