3. Implementation of Maritime Safety
  The area of responsibility of this Headquarters includes the Senkaku Islands and the Sakishima Islands, which are geographically closest to Taiwan. As the border agency, the Headquarters has implemented to guard territorial waters around both Islands since they were returned to Japan, and is engaged in policing intrusions into the territorial waters, illegal landings, etc.
(1) Guard of Territorial Waters around the Senkaku Islands
The guard of territorial waters around the Senkaku Islands was implemented not only by patrol vessels of this Headquarters, but also by 12 vessels sent from other Headquarters. They engaged in policing intrusions into the territorial waters and illegal landings, of which there were 43 confirmed cases (previous year: 39 cases) of intrusions by Taiwanese fishing boats but no illegal landings (previous year: 17 persons) in 1975. We imposed strict guidance on them such as obtaining written pledges and ordering violating boats to leave after implementation of on-board inspections. There were also 146 confirmed cases of Taiwanese fishing boats taking refuge from stormy weather, and we made efforts to instruct these boats to leave as soon as the weather had improved. There were no deliberate intrusions into the territorial waters by Taiwanese fishing boats based on territorial awareness, but all were for the purpose of fishing.
