On the matter of the rescue of Chinese castaways

On September 7th, 1919, Guo Heshun of Baiqi Xiang, Huian County, Quanzhou Prefecture in Fujian Province, China, and 30 other persons boarded the fishing boat Jinhe Hao and departed from Fujian Province. While they were engaged in fishing in the Zhejiang area, they encountered a storm on December 26th of that year. They cut down the masts for fear of capsizing. As a result, they lost all control over their navigation and drifted for five days at the mercy of the billowing waves. On the evening of the 30th, they finally washed ashore on the isolated island of Wayojima (Uotsuri Island) in the Senkaku Islands in Yaeyama County under our jurisdiction.
