Inquiry concerning the matter of the uninhabited islands; Kuba and Uotsuri Islands

Concerning the matter of uninhabited Islands of Uotsuri and two other islands near Ishigaki Island of Yaeyama Islands under the jurisdiction [of Okinawa], while the inquiry No. 384 dated November 5, 1885 was responded by the instruction dated December 5, 1885, jurisdiction over these islands had been left undetermined because they were uninhabited. However, the Yaeyama Island Office requested that jurisdiction of the islands needed to be determined due to the increasing neccesity of fisheries control in recent years. On this basis, we would like to ask to place these islands under the jurisdiction of the Yaeyama Island Office.

Content A letter submitted to the Minister of Home Affairs by the Governor of Okinawa Prefecture in 1885, five years after the prefecture's field survey of the Senkaku Islands. Copy of a letter from the Okinawa Governor reporting that jurisdiction over the Senkaku Islands had not previously been determined because it was uninhabited, but, that he had received a request from the Yaeyama Island Office (Ishigaki City) that the islands be brought under its jurisdiction, because fishery operators had appeared in recent years and fisheries thus needed to be controlled. The Governor also states that, from the viewpoint of Okinawa Prefecture, he would like to place the Senkaku Islands under the jurisdiction of the Yaeyama Islands on this basis. Appended to the report by the Governor of Okinawa Prefecture on the matter of erecting of territorial markers (S1893110200101 "Ko No. 111").
