Report concerning the matter of Land Surveys on Uotsuri and Two Other Islands

On last October 22nd, Hyogo ISHIZAWA, the 5th Grade Officer of this Prefecture [Okinawa], with two or three others, was ordered to investigate on the return route from a navigation of Sakishima in the steamship Izumo Maru hired by the Prefecture, and submitted an official report and a report from the Izumo Maru, as shown on the attached copies. On close consideration, I first had misgivings about approaching the Qing Dynasty and on the question of which country the islands belonged to, and consequently used very indecisive words in my report. However, according to these latest reports, while they are of course not precious islands, when considering the topography, namely that they are northwest of the Yaeyama Islands and far to the northeast of Yonaguni Island, we may decide that they would be under the jurisdiction of this Prefecture.
