Draft Report to the Grand Council of State

Concerning the proposal by the prefectural governor on the matter of surveying the uninhabited islands of Kumeaka and two other islands scattered between Okinawa Prefecture and Fuzhou in the Qing Dynasty, as shown in the Attachment, these islands appear to be identical with the islands recorded in Chuzan-denshinroku (Zhong Shan Chuan Xin Lu (Record of Messages from the Chong-shan)), but they were merely mentioned as a direction in a course of navigation, and there is no particular evidence at all that they belong to the Qing Dynasty. Moreover, we and they use different names for each. Since these uninhabited islands are close to Miyako, Yaeyama or others under Okinawa's jurisdiction, there should be no problem with conducting field surveys and erecting territorial markers on them by Okinawa Prefecture.
